How to get an education loan

Currently, financial institutions in Russia offer two instruments that can be used to pay for tuition at a higher education institution:

  • educational loan(special target program);
  • consumer cash loan, which can be used for the first and second higher education, additional or study abroad. That is, complete freedom in the use of credit funds.

Each of them has its own characteristics, which you should be aware of before making the final choice.

The positive features that characterize a targeted loan for the education of a child include the following:

  • a grace period for repayment. As a rule, this is the actual period of study at the university, but some banks reduce its duration up to 12 months. At this time, the borrower is required to regularly contribute a relatively small amount;
  • student loans can be issued to Russian citizens aged 14 years and older. If the borrower is a minor, the bank is likely to require a co-borrower.

At the same time, when applying for such a loan, a number of nuances arise that negatively affect the popularity of this financial instrument:

  1. Some banks require a down payment. It can vary from 10 to 30% of the full cost of the entire period of study on credit. This is a substantial amount, which not every family has. In addition, collateral may be required - for example, real estate
  2. The grace period may be shorter than the period of study. That is, in the process of studying, the student will lose the opportunity to pay the minimum amount. It should be borne in mind that only interest is repaid at this time - the amount of the principal debt remains unchanged.
  3. As a rule, each financial institution has a list of educational institutions for whose students the bank offers to apply for a loan. That is, you will either have to choose a university from the bank's partners or look for a financial organization that cooperates with the chosen university (it is not always possible to find one).
  4. It is necessary to take into account the fact that a student can be expelled, or he realizes the fallacy of choosing a specialty. In this case, he loses not only time, but also a significant amount of money. In most cases, an education loan for students practically forces the student to complete their studies at any cost.
  5. Many banks require life and disability insurance not only for the borrower, but also for the co-borrower, which also entails additional costs.

However, the whole essence of an educational loan comes down to state support, which consists in providing the banks participating in the program with the funds that they have lost as a result of issuing loans to applicants on preferential terms (at a low interest rate - 7.5% from Sberbank). Consequently, applicants receive a “cheap” loan from a bank participating in the state program, and the state subsequently pays off this bank.

The state pays partner banks not only interest costs, but also compensates funds for unpaid educational loans. In Russia, the largest domestic banks, Sberbank and Rosinterbank, participated in such a program.

Loan Rules

From 2014 to 2017, it was possible to get an educational loan not only for the first higher education, but also for the second one. At the same time, an educational loan was provided not only for studying in higher educational institutions, but also in other institutions engaged in educational activities.

In addition, the loan was available for needs that accompany the educational process, for example, for expenses related to paying for accommodation or meals. To pay for educational services, every semester the bank transferred funds to the account of the borrower (student), after which they were credited to the account of the educational institution. To pay for the accompanying loan (accommodation or meals), the funds were transferred to the borrower's account under independent control.

In addition, the government decree on state support for the issuance of educational loans also regulated the issue of granting a loan. Thus, banks were not entitled to require the borrower to provide collateral in the form of movable or immovable property (loan security).

At the same time, the borrower was obliged to repay the full cost of the loan within 10 years after graduation. The term of study should not exceed 5 years. If the borrower took academic leave, then he should have been granted a deferral of loan repayment for the duration of the vacation.

Upon completion of studies, the borrower was given a two-year grace period, when interest was charged at a reduced interest rate. Starting from the third year, the accrual of interest was resumed in full, taking into account the interest that was provided during the grace period, and payments were made in equal installments ().

When providing an educational loan, banks were not entitled to charge additional payments that could lead to an increase in the interest rate, for example, a commission for maintaining an account. The bank should not have interfered with the borrower if the latter expresses a desire to repay the loan debt ahead of schedule.

How to get an education loan in 2017

Previously, it was possible to get an educational loan with state support in the following way. The following documents had to be submitted to the bank:

  • Russian passport;
  • if there is a certificate of temporary registration of the borrower, who actually does not live at the place of permanent residence (registration);
  • an agreement on the provision of paid educational services concluded with an organization carrying out educational activities;
  • a payment document of an organization carrying out educational activities in order to pay for the received educational services;
  • application form.

In this case, the recipient of the loan could be a student/applicant of a university who is a citizen of Russia aged 14 to 18, or an adult citizen of the country studying in a program of higher professional education.

What now?

Since January 2017, you can get a loan for education only without state support. Such loans are currently offered by two banks: Post Bank and Zapsibkombank.

Post Bank provides from 50 thousand to 2 million rubles for up to 12.5 years at a rate of 14.9% per annum (including insurance) to 27.9% per annum. At the same time, the borrower pays only interest on the loan for the entire period of study (the amount of the monthly payment is gradually increasing). On the fourth month after graduation, the borrower pays the remaining interest and the "body" of the loan.

In order to obtain such a loan, it is necessary to provide a credit institution with confirmation of the solvency of the borrower and co-borrower - a certificate of income in the form of 2-NDFL for the last three months.

In turn, Zapsibkombank provides up to 80% of the cost of training, based on the income of the borrower and co-borrower for up to five years at a rate of up to 18.4% per annum. The debt is repaid in equal monthly payments (interest plus the "body" of the debt). The loan is provided in equal annual tranches.

A loan can be issued under the guarantee of an individual, a pledge of property (including transport) or a bank deposit. The type of guarantee affects the interest rate. In addition, the borrower and co-borrower must also confirm their solvency (certificate 2-NDFL) and employment (copy of the work book).

Important! Sberbank continues to provide "preferential" educational loans under agreements concluded before December 31, 2016. At the same time, as noted in the press service of the organization, the timing of the resumption of acceptance of new applications directly depends on the promptness of the ministry's introduction of amendments to legislative acts. According to preliminary data, Sberbank plans to resume lending by the start of the new academic year.

A distinctive feature of the loan is the presence of a grace period for payment. It is expressed as follows:

  1. The borrower can take advantage of the deferred payment of the main part of the loan for the entire period of study.
  2. For the 1st year, you can pay only 60% of the amount accrued on interest on the loan.
  3. For the 2nd year - 40% of the accrued interest.

You can make payments on your debt under the following conditions:

  1. For the duration of study: take advantage of the deferment and benefits according to the privileges of the program.
  2. Upon receipt of the diploma: payment in equal installments, taking into account the interest rate.
  3. At any time: pay off the balance in full. You must first submit an application in which you indicate the exact date and amount of the debt.

Sberbank froze the issuance of loans for education with state support. From January 1, it is impossible to submit an application and conclude a new contract. Maybe everything will be returned by the season of receipts, but maybe not. So far, no guarantees.

For those who already have loans, don't worry: if the agreement is signed before December 31, 2016, the money for education will be transferred in the usual way.

Educational loans with state support in 2016 were issued by two banks: Rosinterbank and Sberbank. Other credit institutions did not participate in the program. But in September 2016, Rosinterbank lost its license.

In another bank, you can take a consumer loan and pay for their education. The rate on such a loan will be the same as for a regular consumer loan. The bank may require a guarantee and insurance.

Do not confuse a state-supported educational loan with a targeted educational loan. For example, in "Post-bank" you can take a loan for education at a rate of 14.9%. This is more profitable than a cash loan, but still two times less profitable than with state support.

The state does not participate in targeted loans and does not provide any benefits.

Why did it come?

Sberbank does not have the right to issue educational loans for technical reasons. Since January 1, a government decree has been in force, which changes the calculation of the rate on soft loans. New formulas and coefficients have appeared. Now we need to make changes to various laws and regulations. So far, there are no new documents, and the old ones are no longer valid.

The state does not completely abandon this program. The amount of funding is promised not to be reduced. But you still can't get a loan. The problem is promised to be solved by the season of receipts, but there is no exact date.

But that's against the law!

First of all, preferential categories of applicants are credited to free places. First, all orphans, children of dead heroes and winners of the Olympiads will be accepted for the budget. And if there are places left, those who passed the exams well on a general basis will enter.

What should I do now?

If you planned to study on your own or teach a child for a fee, do not count on state subsidies. You need to choose exams and an educational institution now. It is not known whether the issue with the educational loan will be resolved before spring. And if he decides, it is not clear what the conditions and rates will be.

If you do not belong to the privileged category of applicants, invest in preparation. You can take a consumer loan to pay for tutors in order to score more points on the exam and enter for free.

Find out what the selected university awards additional points for. This can be a TRP badge, an honors certificate, or volunteer work.

If you don’t want to take a loan, but you don’t have your own money, look for faculties with a small competition. There are specialties in which there are fewer applicants for admission than budget places.

If it is unrealistic to enter a university on a budget, but you want to study, choose a technical school or college.

Students from all over the world study on credit. EU citizens can get an educational loan to study in England. The state helps to pay for the education of students in the US, Japan, Sweden and China. Interest rates abroad for such loans are two times lower than in Russia.

The bank stopped a profitable loan for education. Loan programs with state support are provided under those agreements that were drawn up earlier. There is a version that this banking product will soon be renewed. There were forecasts that these offers will be restored with the beginning of the next academic year, but so far the bank has not processed applications.

Sberbank is still one financial company that issues such a banking product to customers. There are no options to get a similar loan from another bank. You should find out the conditions for issuing this program and wait for its resumption.

Sberbank allows students to receive funds for education on the following conditions:

  1. This loan is issued in rubles, but it will not be possible to take it in dollars and euros.
  2. The loan amount is equal to the total tuition fee. Money is transferred by bank transfer to the current account of the educational institution that the student chooses. You can pay for the educational process in a total amount. Finances are transferred in parts within the terms established by the educational institution. You can also pay for only one semester.
  3. The funds are provided for up to 10 years.
  4. The fulfillment of the borrower's obligations is selected taking into account the training time. During the period of study and three months after the issuance of papers on education, the student is released by the state from paying the total debt on the loan. He only needs to pay interest. For the first 2 years, the state helps clients, because finances are provided with state support. The student during the first year is obliged to pay 60% of the amount of interest accrued to him, and in the 2nd year only 40%. Starting from year 3, borrowers are required to pay interest in full.
  5. This loan does not require the provision of guarantors. It can be issued by students from the age of 14, if the parents give their consent to this.

The main condition for obtaining a loan is the provision of a training agreement from the selected university. At the time of the appeal, clients are already required to be students of educational institutions. Therefore, they have a minimum of time to pay for their education.

What is needed for registration

The list of papers for obtaining a loan is not large. But you need to wait a few days for a decision from the bank.

To apply for an educational loan, customers are required to provide Sberbank with the following important documents:

  • certificate of registration (money is issued in a branch that operates in the region of the university);
