Is there a concessional loan in 2019?

Unfortunately, this program ended in 2016, and there are no plans to restart the project yet. In other words, now Sberbank does not have a specialized loan, the purpose of which is to pay for tuition.

If you want to get a secondary specialized or higher education, but you do not have enough of your own money for this, you can apply for a regular non-targeted loan here, and send its money at your discretion. The following programs are currently active:

  • New Year's Credit is a promotion that is valid until the end of January 2019. You can receive from 30 thousand to 5 million rubles for any purpose, while the maximum debt repayment period is 84 months. The interest rate starts from 11.9% per annum, the final value will depend on your category of borrower and the selected loan parameters;
  • On the security of real estate - here already the percentage starts from 12% per annum, the repayment period lasts up to 20 years. In this case, the loan amount will depend on the appraised value of your home (up to 60% can be obtained).

Having a diploma of higher professional education is necessary for a successful career. Since there are not so many budget places, education has to be paid. Often, this requires considerable funds and not every family has such a significant amount. In this case, a loan to pay for studies will help.

The conditions of lending for educational purposes are maximally adapted to the main target audience, namely student borrowers. However, not all banks prefer targeted loans.

The vast majority of financial institutions offer potential customers a loan under a standard program. As a rule, the interest on ordinary consumer loans is higher and the borrower is much more expensive.

General information about student loans

A targeted education loan can only be issued to cover the cost of education. Registration is possible from the age of 14. A prerequisite is that the borrower must be an active student of any educational institution. The form of the visit is not important. In this way, all types of education are paid - full-time, part-time, evening, postgraduate studies.

Among the advantages of lending programs for tuition fees, one can single out the fact that the return of the principal amount of borrowed funds is not obligatory in the process of obtaining education. You can repay the loan after graduation within five years.

The conditions are more than attractive. The interest rate varies from 7.06 to 12%. This is much less than in other financial institutions. The final interest depends on the term of the loan and the amount of borrowed funds.

The amount can cover the cost of education in full, thanks to state subsidies. The solvency of the borrower is not taken into account. Sberbank provides a period of up to 10 years from the date of graduation to pay off the loan.

The form of training is not taken into account by the bank. As well as there are no restrictions on the level of education. Sberbank in its target program does not take into account the difference between secondary specialized or higher educational institutions.

Thanks to state support, the Sberbank program is a preferential student loan. Due to the fact that the state subsidizes most of the interest rate, the borrower will need to pay only 5-8% as an overpayment.

The government experiment, which began in April 2010 and aimed at supporting educational lending, showed positive results and changed its experimental value to the current one, which was reflected in the government decree of November 18, 2013.

Since 2014, an educational loan has become available to almost every applicant, because the interest rate on it has become preferential. However, in January 2017, the authorities stopped supporting the young Lomonosovs. The state program to support educational lending was optimized, Sberbank, which, after the revocation of the license from Rosinterbank, remained the only credit institution issuing such loans, temporarily refused this type of loan.

Educational loan

Educational loan is a credit program that is aimed at paying for educational services received in organizations that carry out educational activities.

There are state-supported loans and other targeted loan programs to pay for education.

However, the whole essence of an educational loan comes down to state support, which consists in providing the banks participating in the program with the funds that they have lost as a result of issuing loans to applicants on preferential terms (at a low interest rate - 7.5% from Sberbank). Consequently, applicants receive a “cheap” loan from a bank participating in the state program, and the state subsequently pays off this bank.

The state pays partner banks not only interest costs, but also compensates funds for unpaid educational loans. In Russia, the largest domestic banks, Sberbank and Rosinterbank, participated in such a program.

Loan Rules

From 2014 to 2017, it was possible to get an educational loan not only for the first higher education, but also for the second one. At the same time, an educational loan was provided not only for studying in higher educational institutions, but also in other institutions engaged in educational activities.

In addition, the loan was available for needs that accompany the educational process, for example, for expenses related to paying for accommodation or meals. To pay for educational services, every semester the bank transferred funds to the account of the borrower (student), after which they were credited to the account of the educational institution. To pay for the accompanying loan (accommodation or meals), the funds were transferred to the borrower's account under independent control.

In addition, the government decree on state support for the issuance of educational loans also regulated the issue of granting a loan. Thus, banks were not entitled to require the borrower to provide collateral in the form of movable or immovable property (loan security).

At the same time, the borrower was obliged to repay the full cost of the loan within 10 years after graduation. The term of study should not exceed 5 years. If the borrower took academic leave, then he should have been granted a deferral of loan repayment for the duration of the vacation.

Upon completion of studies, the borrower was given a two-year grace period, when interest was charged at a reduced interest rate. Starting from the third year, the accrual of interest was resumed in full, taking into account the interest that was provided during the grace period, and payments were made in equal installments ().

When providing an educational loan, banks were not entitled to charge additional payments that could lead to an increase in the interest rate, for example, a commission for maintaining an account. The bank should not have interfered with the borrower if the latter expresses a desire to repay the loan debt ahead of schedule.

How to get an education loan in 2017

Previously, it was possible to get an educational loan with state support in the following way. The following documents had to be submitted to the bank:

  • Russian passport;
  • if there is a certificate of temporary registration of the borrower, who actually does not live at the place of permanent residence (registration);
  • an agreement on the provision of paid educational services concluded with an organization carrying out educational activities;
  • a payment document of an organization carrying out educational activities in order to pay for the received educational services;
  • application form.

In this case, the recipient of the loan could be a student/applicant of a university who is a citizen of Russia aged 14 to 18, or an adult citizen of the country studying in a program of higher professional education.

What now?

Since January 2017, you can get a loan for education only without state support. Such loans are currently offered by two banks: Post Bank and Zapsibkombank.

Post Bank provides from 50 thousand to 2 million rubles for up to 12.5 years at a rate of 14.9% per annum (including insurance) to 27.9% per annum. At the same time, the borrower pays only interest on the loan for the entire period of study (the amount of the monthly payment is gradually increasing). On the fourth month after graduation, the borrower pays the remaining interest and the "body" of the loan.

In order to obtain such a loan, it is necessary to provide a credit institution with confirmation of the solvency of the borrower and co-borrower - a certificate of income in the form of 2-NDFL for the last three months.

In turn, Zapsibkombank provides up to 80% of the cost of training, based on the income of the borrower and co-borrower for up to five years at a rate of up to 18.4% per annum. The debt is repaid in equal monthly payments (interest plus the "body" of the debt). The loan is provided in equal annual tranches.

A loan can be issued under the guarantee of an individual, a pledge of property (including transport) or a bank deposit. The type of guarantee affects the interest rate. In addition, the borrower and co-borrower must also confirm their solvency (certificate 2-NDFL) and employment (copy of the work book).

Important! Sberbank continues to provide "preferential" educational loans under agreements concluded before December 31, 2016. At the same time, as noted in the press service of the organization, the timing of the resumption of acceptance of new applications directly depends on the promptness of the ministry's introduction of amendments to legislative acts. According to preliminary data, Sberbank plans to resume lending by the start of the new academic year.

Due to the suspension of the state support programit is obvious that due to the high interest rates of banks, a loan for education has actually become three times more expensive for yesterday's schoolchildren. At the same time, it has become much more difficult to obtain such a loan due to the increased requirements of credit organizations.

Higher education is an attribute of a successful life. It will help you get a good job and make a career. But there are not enough budget places for everyone, and the cost of paid education is growing every year. Abroad, it is customary to save for the education of a child from infancy. In our country, the only way to give a good education to your children is a loan. Sberbank has been the undisputed leader in lending for many years.

Conditions

The following loan terms are currently in effect:

What documents are needed?

Sberbank has provided two packages of documents, depending on the age of the borrower. For minors, the list has been expanded.

The list of documents that must be provided to all clients:

  • an agreement with an educational institution for the provision of paid services;
  • passport;
  • registration. If the borrower does not live by registration - a certificate of temporary registration;
  • A completed application form;
  • details of the account of the educational institution, to which, in case of a positive decision, the money will be credited.

Additional list of documents required if the borrower is under 18:

  • passports of legal representatives;
  • written permission of legal representatives or consent of guardianship authorities;
  • birth certificate (in the absence of a passport).

Obtaining and repaying a loan

The term for consideration of an application for a loan for the education of a child in Sberbank is 4 business days. It is provided in non-cash form, by transferring funds to the account of a citizen or educational institution. It is issued only at the place of residence of the client or at the location of the educational organization.

Funds can be provided in a lump sum (if only one semester is required) or in installments. In the latter case, payment is made for each semester of study.

The loan is repaid in accordance with the payment schedule, which is divided into two parts:

  1. Grace period. At this time, only interest on the use of the loan, which must be repaid in monthly installments, is payable;
  2. period after the end of the grace period. The loan is repaid in full monthly equal amounts.

According to existing legislation, the loan can be repaid ahead of schedule in full or in part. To do this, just go to Sberbank, write an application and pay the required amount. The amount of early payment can be any, no commission is charged.

Important! In case of non-fulfillment of its obligations to the bank, penalties are applied to the borrower. They amount to 20% of the amount of the overdue payment.

How to choose an educational institution?

Money can be issued for higher or secondary vocational education. In order for an educational institution to be approved by the bank, a tripartite agreement must be concluded. The parties are: Sberbank, an educational institution and the Ministry of Education. The Sberbank website (http://www.sberbank.ru) has published a list of educational institutions that have already entered into such agreements. Today it has 181 establishments. To be included in this list, a university or college must be accredited. To do this, the following documents are submitted to the bank:

  • tripartite agreement of the established form, signed by the Ministry and the educational institution;
  • documents giving the right to carry out educational activities (license);
  • documents confirming the right to sign an authorized person on the part of the university.

Pros and cons of education loans

Before deciding whether you need an educational loan, you need to weigh all the pros and cons of this product. So, this loan has a number of advantages:

  • low interest rates;
  • the ability to change the faculty or form of education;
  • approval of large loan amounts. This makes it possible to pay for education even in the most prestigious universities of the country;
  • a grace period for payments. Due to this, the main part of the loan is paid after receiving a diploma, when a citizen is already working;
  • the possibility of early repayment;
  • minors can act as borrowers;
  • the possibility of paying by borrowed funds the full cost of education;
  • fast processing of the application;
  • no commissions during registration and the need to purchase an insurance policy;
  • state support;

However, educational loans have a number of disadvantages:

Loan calculator

Let's assume that the cost of education is 385 thousand rubles. Loan term is 10 years. The amount of the monthly payment in this case will be - 4570 rubles. Approximately half of this amount is the principal debt, and half (2300 rubles) is interest for using the loan. Since there is a deferred payment of the main debt during the training, the monthly payment will be:

  • For the first year - 2300 * 60% = 1380 rubles. The total amount of overpayment on interest is 16,560 rubles. (1380*12);
  • For the second year - 2300 * 40% \u003d 920 rubles, and the amount of overpayment is 11,040 rubles. (920*12);
  • During the remaining years of study (assume that the full term of study is 4 years) - 2300 rubles. The overpayment for using the loan will be 55,200 rubles. (2300*24);
  • Considering that in the first years the principal debt was not paid, the amount of the monthly payment in the next 6 years will be 6,657 rubles, and the overpayment of interest will be 94,282 rubles;
  • The total amount of interest paid for all years will be 177,082 rubles. (16560 + 11040 + 55200 + 94282).

This is only an approximate calculation, the exact calculation of the loan can be found on the official website or at the branch of Sberbank when applying.

Government subsidies

State subsidization of targeted loans for education began in 2010. This program has made learning more accessible. Started as another government experiment, it has gained popularity and has become permanent since 2014. State subsidies compensated not only for interest costs, but also covered funds for unpaid loans, which reduced the risks of banks to a minimum.

However, in 2017 there was an optimization of the product. Sberbank, which at this point is the only credit institution issuing preferential loans for education, has temporarily suspended the issuance of such loans.

Important! Now educational loans for students with state participation are provided by Sberbank only under agreements concluded before 2017. Since January 2017, new applications are not considered. However, in this case we are talking only about the temporary suspension of the issuance of loans. This is also supported by the fact that today Sberbank does not provide for the issuance of an educational loan for other programs. The terms for consideration of new applications directly depend on the Ministry of Education, which is preparing amendments to legislative acts. It is expected that new educational loans at Sberbank will be issued before the start of the next academic year.

Other bank programs

While the main product does not work, money for training at Sberbank can be obtained in two ways:

  1. Get an education loan without government support. It is issued under the same conditions, only you need to pay the full rate - about 15%;
  2. Get a consumer loan. It is not a target, so the rates for it will be much higher. Issued for a period of up to 5 years, the maximum amount is 3 million rubles. The final interest rate is affected by the amount and term of the loan, the presence of guarantors. You can calculate the exact rate on a loan using an online calculator on the Sberbank website. But even with the best deals, the minimum interest rate is 12.9%. Another disadvantage of this option is the requirements for borrowers, which are difficult for students to meet. This is the presence of work and work experience of at least 6 months. Only adults can apply for this loan. It is possible to obtain a loan with a short work experience, only 3 months. But in this case, the guarantee of the parents is also required.

Despite the existing shortcomings, Sberbank's educational lending is one of the most popular banking products. The state subsidy program has made education more accessible to all segments of the population. It remains to be hoped that after the government makes changes to legislative acts, Sberbank will resume issuing educational loans on the same terms.
