The passport is accompanied by a detailed report on the work carried out, including records of the calculations of all indicators presented in the passport. The report also includes a feasibility study on the feasibility of carrying out optimization work to save energy resources.

Enterprises subject to mandatory audit

The implementation of measures aimed at reducing energy costs may be voluntary or mandatory. Private companies are interested in energy audits to reduce the cost of manufactured products on a voluntary basis. Objects that are subject to mandatory audit:

  • Enterprises, part of the capital of which belongs to the state or state institutions;

Regulation of the energy audit

According to the current legislation, only those persons who are members of self-regulatory organizations in the field of energy audit can conduct an energy audit. Hence the definition follows - an energy audit is a set of measures aimed at assigning an object a certain class of energy efficiency. The energy class of a structure is an assessment of the performance of a particular structure according to the criterion of consumption of energy resources. There are five classes, denoted by Latin letters from A to E, where A is the highest class, E is the lowest.

Stages of an energy survey

The sequence of work during an energy audit may vary depending on the type of object and the impact of external factors. The main stages include:

  • Studying documentation - analysis of the technical component of the structure, including the average consumption of energy resources per month and the number of units of electrical equipment;
  • Object inspection - study of energy consumption individually for each unit of boiler, heating, production and other types of equipment operating at the enterprise;
  • Data analysis - comparison of the received information about the level of consumed energy resources with the established normal level, described in the technical documentation of the units;
  • Designing savings measures – development of actions aimed at optimizing the level of consumed energy resources and reducing costs.

Energy audit results

The results of an energy audit can be:

  • Energy passport and technical report.
  • Conclusion of the study of the quality of the consumed resource;
  • Recommendations for actions aimed at optimizing the consumption of energy resources;
  • Recommendations and measures to improve the energy efficiency of manufactured products;

There is no single estimate of the cost of an energy audit. The specialists of audit companies presented an average pricing policy based on certain factors: the size of the object, the number of electrical equipment, the complexity of the work, etc.

Prices can vary significantly between different organizations providing audit services. This is due to the seriousness of the work and the breadth of knowledge required for their implementation. The survey involves specialists in collecting and analyzing data, compiling technical documentation. Preparation of reporting documents takes a long time. Article 15. Energy audit

1. 4. Only persons who are members of self-regulatory organizations in the field of energy audit may carry out activities for conducting an energy audit. The creation and functioning of self-regulatory organizations in the field of energy inspection must be carried out in accordance with the requirements of this Federal Law and Federal Law No. 315-FZ of December 1, 2007 "On Self-Regulatory Organizations" (hereinafter referred to as the Federal Law "On Self-Regulatory Organizations").

5. Energy audit is carried out on a voluntary basis.

5.1. The federal executive body for energy audits establishes requirements for the conduct of an energy audit and its results.

5.2. A person conducting an energy audit is obliged to comply with the requirements for the conduct of an energy audit and its results, the standards and rules of the self-regulatory organization in the field of energy audit, of which he is a member.

5.3. The person who conducted the energy audit prepares an energy passport and an energy audit report and submits them to the self-regulatory organization in the field of energy audit, of which he is a member, to verify compliance with the requirements for conducting an energy audit and its results, standards and rules of the self-regulatory organization in the field energy survey, of which it is a member. Within thirty days from the date of receipt of the energy audit report and the energy passport, such a self-regulatory organization in the field of energy audit is obliged to transfer these documents with a note in the energy passport about the compliance of the energy audit results with the requirements for the energy audit and its results, specified standards and rules to the person who conducted the energy audit, after which he transmits these results of the energy survey to the person who ordered the energy audit. If, as a result of the audit, it is revealed that the results of the energy audit do not comply with the requirements for conducting an energy audit and its results, the specified standards and rules, the energy passport and the report on the energy audit within thirty days from the date of their receipt by the self-regulatory organization in the field of energy audit are returned to the person who conducted energy audit, to eliminate the identified discrepancy.

5.4. From the moment the self-regulatory organization in the field of energy audit puts in the energy passport a mark on the compliance of the results of the energy audit with the requirements for conducting an energy audit and its results, the standards and rules of such a self-regulatory organization, the person who conducted the energy audit, and the self-regulatory organization in the field of energy audit, of which he is a member is, are jointly and severally liable to the person who ordered the energy audit for losses caused due to deficiencies in the energy audit services provided.

6. An energy passport drawn up based on the results of an energy audit of an apartment building is subject to transfer by the person who compiled it to the owners of the premises in the apartment building or to the person responsible for the maintenance of the apartment building.

What is the purpose of an energy passport?

The energy passport of an enterprise is a document that is compiled by competent specialists based on the results of an energy audit of an object used in business. In accordance with the requirements of federal law, it must include information:

On the level of equipment of the facility with devices through which the account of consumed is kept;

On the amount of energy resources used, as well as on the dynamics of their consumption;

On indicators characterizing the energy efficiency of the facility;

About the size of energy losses - if the organization is engaged in their transfer;

On the potential for the implementation of energy saving measures;

On typical measures aimed at optimizing energy saving.

The document in question is usually compiled for objects that form industrial infrastructure, administrative, and residential buildings. The energy passport reflects the balance of energy resources that the organization consumes, and also records information about the performance of this infrastructure. In addition, the energy passport of the enterprise may contain information about the action plan aimed at optimizing the energy efficiency of the relevant business entity.

For whom is an energy passport required?

Russian legislation defines lists of persons for whom the preparation of the document in question is mandatory for the reason that they must undergo an energy audit. While the energy passport of the enterprise, as we noted above, is a source compiled on the basis of the results of the relevant audit.

This document is required:

For authorities;

For legal entities that are established with the participation of a government body;

For organizations that carry out activities related to regulated;

For legal entities that carry out the production or transportation of water, gas, electricity, heat energy, extract gas, oil, coal, produce oil products and process the relevant minerals;

For companies whose energy consumption costs exceed the values ​​established by law;

For organizations that implement activities aimed at optimizing energy efficiency and financed from the budget.

Periodicity of issuing energy passports

These categories of persons must conduct an energy audit at least once every 5 years. Based on the results of each event, an energy passport of the enterprise is compiled. Thus, the period of validity of the document under consideration is 5 years. At the same time, it is drawn up for the legal entity as a whole, and not for individual objects.

Sanctions for not having an energy passport

If the energy audit is not carried out by an organization that is obliged to carry out this procedure by law, and, accordingly, the energy passport is not received by the company, then it may be fined. The amount of sanctions in this case is determined by the status of the person who committed the offense in the form of failure to carry out the relevant audit.

It can be noted that the need to draw up the document in question can be established not only by the legislation of the Russian Federation, but also by legal acts of other states. For example, such a document is provided for by Ukrainian legislation.

The procedure for developing an energy passport

So, now we know why an enterprise needs an energy passport. We will study the order in which the development of the document in question is carried out.

The energy passport of an enterprise is a document that is drawn up, as we already know, based on the results of an energy audit. First of all, competent specialists of the partner organization collect information about the energy audit object. Then the processing and analysis of the obtained data is carried out. After that, an inspection is carried out, as well as an energy audit object. Development of an energy passport: nuances

The main Russian source of law, in accordance with which the energy passport of an enterprise is drawn up, is Order No. 400 of the Ministry of Energy of Russia, adopted on 06/30/2014. This regulatory act states that the document in question is drawn up using the information that is reflected in the report, which is formed, as in the case of a passport, based on the results of an energy audit of an object. At the same time, the date of preparation of this report must coincide with the date of the audit, as well as the formation of the document in question.

What specific information should be included in the energy passport of the enterprise? The law defines their specific list. Let's study this nuance in more detail.

What should be included in the energy passport?

The structure of the document under consideration should contain:

The title page, which is desirable to be drawn up using the form given in Appendix No. 1 to the Requirements for Compiling an Energy Passport, which is approved by Order of the Ministry of Energy No. 400;

General information about the object of the energy audit using the form according to Appendix No. 2 to the Requirements;

Information about the level of equipment of the enterprise with metering devices - in the form that is given in Appendix No. 3;

Information on the amount of energy resources used - using the forms given in Appendices No. 4-13;

Data on indicators characterizing the energy efficiency of facilities - in the form approved in Appendix No. 14;

Information on the amount of losses of energy resources transferred by the enterprise, as well as recommendations aimed at reducing them - according to the forms given in Appendices No. 15-20;

Information on the potential for the implementation of measures aimed at energy saving, as well as on the assessment of the prospects for saving energy resources - in the form given in Appendix No. 21;

Data on measures aimed at optimizing energy efficiency - according to Appendix No. 22;

Information on the staffing of certain activities that are aimed at optimizing the energy efficiency of the enterprise - according to the forms given in Appendices No. 23-24;

Data on the amount of energy resources for enterprises that produce, store or process gas - according to the forms given in Appendices No. 25-29;

Data on the amount of energy resources used - provided by gas transportation companies, according to appendices No. 30-34.

What does the energy passport of an enterprise look like? A sample document is shown below.

It is important that the document complies with the standards introduced by the Order of the Ministry of Energy No. 400. This source of law provides for a number of nuances that characterize the filling of the energy passport itself. Let's consider them.

Filling out an energy passport: the nuances

The first thing that an enterprise compiling an energy passport should pay attention to is the fact that if the company has separate divisions in other municipalities, the document in question must be supplemented with information using Annexes No. 1-34 for each division. This, of course, adds work to the responsible managers of the company, especially considering that the validity of the energy passport of the enterprise is limited - it must be changed every 5 years, while when opening branches, a large number of new objects may appear in the company's property.

The following nuance: if the energy audit firm cannot indicate any information due to their absence or the inability to measure certain indicators, then the field provided for reflecting the corresponding values ​​is not filled in, unless otherwise expressly provided by the Requirements approved by Order No. 400.

In the event that information to be reflected in the Annexes to the Requirement is not available in principle, then they may not be attached to the energy passport of the enterprise.

Sending a copy of the passport to the Ministry of Energy

So, we have studied what the energy passport of an enterprise is, why it is needed. Consider another nuance of legal relations that characterize the application of this document - sending a copy of it to the Ministry of Energy. These communications are also regulated by Order No. 400. This source of law prescribes that copies of energy passports be sent to the Ministry of Energy by self-regulatory organizations - SROs operating in the field of energy audit.

A copy of the passport for the Ministry of Energy: the nuances

The procedure in question should be carried out at least once every 3 months. A copy of the passport must be paper and electronic - in PDF and XML formats, which is attached to the main document on disk or via the Internet. In addition, each copy of the energy passport must be sent to the Ministry of Energy along with a cover letter indicating information about the self-regulatory organization - also in paper and electronic (in PDF format) versions. Paper versions of documents sent to the department must be certified by the signature of the head of the company, and if the documents are electronic, they must be certified with an electronic signature.

The Ministry of Energy, having received from the SRO the energy passport of the enterprise, which is presented in paper or electronic copy, must process the relevant document within 30 days. The agency examines the received sources for compliance with their structure and content with the provisions of Order No. 400, as well as the requirements of the legislation of the Russian Federation, which regulates the implementation by certain persons of measures aimed at optimizing energy efficiency.

Registration of a copy of the passport in the Ministry of Energy

If copies of the energy passport are sent by the self-regulatory organization to the Ministry of Energy with violations, or if the relevant documents do not comply with the requirements of the legislation of the Russian Federation, then the agency will send a reasoned refusal to register these sources to the SRO.

If everything is in order with the documents, then the Ministry of Energy will send a notification to the SRO about the registration of the relevant copies. At the same time, this source is sent to the SRO in both paper and electronic versions. Documents that are at the disposal of the Ministry of Energy in electronic form are placed on the personal account of the SRO in a specialized state information system.

The energy passport is drawn up based on the results of an energy audit of an energy survey of an enterprise or an analysis of project documentation for a building and reflects energy efficiency indicators in the form specified by law and is an official document.

The energy passport of an enterprise reflects the balance of used fuel and energy resources, and also carries information about the efficiency of energy resources consumed by an enterprise or organization and planned organizational and technical measures to improve the efficiency of fuel and energy consumption. This document allows you to determine the technical condition of buildings or energy-intensive equipment. Measures and recommendations on energy saving that the customer planned to carry out, but there was no reason to include in the budget, can be added to the passport.

Energy passports can be conditionally classified into:

  • a) passport of energy supply organizations;
  • b) energy passport of buildings, administrative or residential facilities;
  • c) energy passport of industrial enterprises with energy supply costs of more than 10 million rubles.


Who is required to have an energy passport

The energy passport is a mandatory document for all government agencies, power supply companies and a number of commercial enterprises, in accordance with the requirements of the federal law on energy saving and energy efficiency increase No. 261-FZ of November 23, 2009.

In a simplified form, an energy passport is issued for newly built and reconstructed industrial facilities, residential and office buildings. Rosgosstroy since the beginning of 2014, in order to obtain permission to put the facility into operation, requires the presentation of a correctly executed energy passport, a thermal imaging survey report and a calculation of the air exchange rate.

Big plus obtaining an energy passport for a building are tax benefits on the property of organizations for newly commissioned facilities with high energy efficiency (energy efficiency class B and above).

Article 16. Mandatory energy audit reads:

1. An energy audit is mandatory, except for the case provided for by paragraph 1.1 of this article, for the following persons:

  • public authorities, local self-government bodies endowed with the rights of legal entities;
  • organizations with the participation of the state or municipality;
  • organizations carrying out regulated activities;
  • organizations engaged in the production and (or) transportation of water, natural gas, thermal energy, electric energy, extraction of natural gas, oil, coal, production of petroleum products, processing of natural gas, oil, transportation of oil, petroleum products;
  • organizations whose total costs for the consumption of natural gas, diesel and other fuels (excluding motor fuel), fuel oil, thermal energy, coal, electric energy exceed the volume of the corresponding energy resources in value terms established by the Government of the Russian Federation for the calendar year preceding the last year before the expiration of the period for the subsequent mandatory energy audit specified in paragraph 2 of this article;
  • organizations that carry out activities in the field of energy saving and energy efficiency, financed in whole or in part by subsidies from the federal budget, the budgets of the constituent entities of the Russian Federation, local budgets.

In accordance with the Federal Law, from October 1, 2014, Article 16 will be supplemented with parts 1.1 and 1.2 as follows:

1.1. In the event that the total costs of the persons specified in clauses 1-4 and 6 of part 1 of this article for the consumption of natural gas, fuel oil, thermal energy, coal, electrical energy, with the exception of motor fuel, do not exceed the volume of the relevant energy resources in value terms established by the Government of the Russian Federation, for the calendar year preceding the last year before the expiration of the period for conducting the subsequent mandatory energy inspection provided for in paragraph 2 of this article, these persons, instead of conducting a mandatory energy inspection, have the right to submit information during the last year before the expiration of the period for conducting the subsequent mandatory energy inspection on energy saving and on improving energy efficiency in relation to these persons to the authorized federal executive body for energy audits. These persons are obliged to organize and conduct an energy audit within two years after the expiration of the calendar year in which their total costs for the consumption of natural gas, fuel oil, thermal energy, coal, electric energy, with the exception of motor fuel, exceeded the volume of the corresponding energy resources in value terms established by the Government of the Russian Federation. Subsequent mandatory energy inspections are carried out by the indicated persons in accordance with paragraph 2 of this article.

1.2. Submission of information on energy saving and energy efficiency improvement to the authorized federal executive body on energy audits in the cases provided for in Part 1.1 of this article is carried out in accordance with the procedure established by the authorized federal executive body on energy audits.

2. The persons specified in part 1 of this article are obliged to organize and conduct the first energy audit within the period from the date of entry into force of this Federal Law until December 31, 2012, subsequent energy audits - at least once every five years.

3. In order to identify the persons specified in part 1 of this article, the federal executive body authorized to carry out inspections of compliance with the requirement to conduct a mandatory energy audit within the established time limits, has the right to request, in accordance with its competence, and receive free of charge from:

  • organizations engaged in the sale, supply of energy resources, data on the volume and cost of energy resources supplied by them to organizations that are consumers of these supplied energy resources;
  • public authorities, local governments, organizations information and materials necessary to carry out inspections of compliance with the requirement to conduct a mandatory energy audit within the established time frame.

Regulatory and legislative framework for energy audit

The provision of energy audit services is carried out in accordance with the following regulatory legal acts:

  • Federal Law No. 261-FZ dated November 23, 2009 “On Energy Saving and Improving Energy Efficiency and on Amendments to Certain Legislative Acts of the Russian Federation”;
  • Federal Law No. 315-FZ of December 1, 2007 “On Self-Regulatory Organizations”;

The procedure for issuing an energy passport

Preparatory stage:

  • existing contracts for the supply of electricity, heat and water, with prices, tariffs, consumption volumes;
  • Actual data on the consumption and distribution of electricity, heat and water for previous and current periods;
  • design documentation for systems and equipment for the supply and consumption of energy resources and water;
  • design documentation for the building;
  • data on systems of commercial and technical accounting of energy resources and water;
  • other data necessary for the energy survey.

Preliminary analysis of the obtained data and preparation of an instrumental examination

Instrumental inspection with a site visit.

  • Visual inspection and assessment of the condition of engineering systems, equipment and buildings;
  • Instrumental inspection of the object:
  • Conducting thermal imaging inspection of buildings;
